Since September 2008, Steve Fleming has served as the President and Chief Executive Officer of River City Bank. He has over 45 years of banking experience, including over 20 years with Bank of America in Sacramento and London, England. While with Bank of America, he held a variety of progressively more senior positions, including serving as the head of Credit Administration, Loan Originations & Capital Raising, and a member of the Executive Committee for the bank’s Europe, Middle East, and Africa Division. Prior to joining River City Bank, Mr. Fleming was the founder and Chief Executive Officer of Presidio Bank in San Francisco. He was also the President and Chief Executive Officer of National Bank of the Redwoods in Santa Rosa, California. Mr. Fleming received a B.A. in Economics from the University of California, Davis, where he was awarded membership of the Phi Beta Kappa Honor Society. He also completed his M.B.A. at the University of California, Berkeley.
Mr. Fleming has been a leader in a variety of charitable activities over the years, including currently serving as a board member for the Kelly Foundation. He is also on the board of the Greater Sacramento Area Economic Council, a member (past board chair) of the Sacramento Host Committee, past President of the Sacramento chapter of Lambda Alpha, the honorary society for the advancement of land economics, and past President of the Capital Region Family Business Center.
Since May 2021, Dan Franklin has served as the Executive Vice President and Director of Commercial Real Estate of River City Bank, where he is responsible for managing the Bank’s CRE origination activity. Mr. Franklin joined the Bank in 2008 and previously held the positions of Relationship Manager, Business Development Officer, and Commercial Banking Director. His experience in relationship management, credit analysis, and business development has supported the Bank’s sustained growth and expansion of its CRE platform. Prior to joining River City Bank, Mr. Franklin was a Relationship Credit Manager at Presidio Bank in San Francisco. He holds both undergraduate and M.B.A. degrees from the University of California, Davis, and is a CFA charter holder.
Since October 2023, Brian Killeen has served as the Executive Vice President and Chief Financial Officer of River City Bank, where he is responsible for the Bank’s accounting, financial reporting, treasury, and investor relations functions. Mr. Killeen joined the Bank in 2007 as Controller and has assumed progressively greater responsibilities within the Finance Department, including leadership of several bank-wide strategic initiatives. Prior to joining River City Bank, Mr. Killeen spent seven years with KPMG LLP, where he specialized in the audits of financial institutions, real estate entities, and government agencies. He holds a B.S. in Business Administration with concentrations in Accounting and Finance from California State University, Sacramento, and is a Certified Public Accountant (inactive).
Since October 2012, Pat Lewis has served as the Executive Vice President and Chief Operating Officer of River City Bank, where she oversees the Bank’s operations and human resource management. Ms. Lewis has 25 years of experience with the Bank and more than 30 years in the financial services industry. During her tenure with the Bank she has held several leadership roles, including Commercial Banking Director and Cash Management Director. Her extensive operational and client service experience has been instrumental in supporting the Bank’s efficiency and reputation for excellence. Ms. Lewis holds a B.S. degree from Texas A&M University and an M.B.A. from Baylor University.
Since 2018, Rosa Cucicea has served as the Senior Vice President and Director of the Clean Energy Division of River City Bank, and has additionally served as Director of the Public Banking Sector Division since January 2025. In this role, she is responsible for servicing and expanding the Bank’s relationships with clean energy companies and public sector clients. Under her leadership, River City Bank has become a clean energy banking leader in California by serving the majority of the state’s CCAs, financing renewable energy projects, and supporting other sustainability initiatives. Ms. Cucicea joined the Bank in 2014, and her previous positions include Cash Management Representative, Credit Analyst, and Relationship Manager. Ms. Cucicea graduated with honors from the University of California, Davis, with a B.A. degree in Economics, and earned an M.B.A. from the University of California, Berkeley.
Tony Eyer serves as Senior Vice President, Director of Information Technology at River City Bank, where he utilizes more than 20 years of information technology experience to provide leadership for the continued growth of an innovative, stable, and secure technology environment throughout the Bank. Prior to joining River City Bank, Mr. Eyer spent 18 years with Rabobank, N.A., serving in various IT leadership roles, including Chief Technology Officer for the California region. Following Rabobank, he served as Chief Technology Officer for Mechanics Bank before joining River City Bank. He earned an MBA in Information Technology Management from Western Governors University.
Since October 2023, Ken Imwinkelried has served as the Senior Vice President and Chief Credit Officer of River City Bank, where he is responsible for overseeing loan approvals and credit quality across the Bank’s CRE, C&I, and consumer loan portfolios. Mr. Imwinkelried joined River City Bank in 2010 through its Commercial Banking Associate Program and has since advanced through a broad range of credit analysis and credit management roles, most recently as Senior Credit Manager from January 2014 to October 2023. Mr. Imwinkelried holds a B.S. in Business Management from Miami University.
Jeremy Spencer serves as Senior Vice President, Director of Internal Audit & Regulatory Liaison at River City Bank, reporting directly to the Audit Committee with administrative oversight by the CEO. In this role, he leads the Internal Audit department, oversees all internal and outsourced audits, and serves as the Bank’s primary liaison to regulatory agencies. Prior to joining River City Bank, Mr. Spencer was a Senior Manager with KPMG LLP U.S., where he spent five years providing audit, SOX 404 compliance, and SEC reporting services to clients in the financial services industry, as well as organizations in the agriculture, property management, and government sectors. He holds bachelor’s degrees in Business Administration (Accounting) and Spanish from California State University, Chico.
