Devlin
Shawn Devlin
Chairman of the Board

Ms. Devlin has served as a director of the Bank since 2001 and as Chairman of the Board since 2009. Ms. Devlin has over 40 years of banking experience, including positions with The Boston Company, a subsidiary of Mellon Financial Corporation, and Citibank. She earned her bachelor’s degree in business administration from the University of San Francisco School of Business.

She has served as Chairman of the Kelly Foundation since 2010. During this time, the Kelly Foundation has become one of the largest charitable foundations in Sacramento, California.

Frederick Durst
Frederick Durst
Director

Mr. Durst has served as a director of the Bank since 2008.  He has been a self-employed farmer and rancher for the past 40 years, and has served as President of Tule Farms, Inc., a regional grain network based in Yolo County, California, since 1997.  He has also served as trustee of Reclamation District 108, which is responsible for water delivery, drainage, and flood control services to nearly 48,000 acres of farmland within southern Colusa County and northern Yolo County in Northern California, since 1995.  Mr. Durst earned his bachelor’s degree in Agricultural Management from the University of California, Davis.

President and Chief Executive Officer

Since September 2008, Steve Fleming has served as the President and Chief Executive Officer of River City Bank. He has over 45 years of banking experience, including over 20 years with Bank of America in Sacramento and London, England. While with Bank of America, he held a variety of progressively more senior positions, including serving as the head of Credit Administration, Loan Originations & Capital Raising, and a member of the Executive Committee for the bank’s Europe, Middle East, and Africa Division. Prior to joining River City Bank, Mr. Fleming was the founder and Chief Executive Officer of Presidio Bank in San Francisco. He was also the President and Chief Executive Officer of National Bank of the Redwoods in Santa Rosa, California. Mr. Fleming received a B.A. in Economics from the University of California, Davis, where he was awarded membership of the Phi Beta Kappa Honor Society. He also completed his M.B.A. at the University of California, Berkeley. 

Mr. Fleming has been a leader in a variety of charitable activities over the years, including currently serving as a board member for the Kelly Foundation. He is also on the board of the Greater Sacramento Area Economic Council, a member (past board chair) of the Sacramento Host Committee, past President of the Sacramento chapter of Lambda Alpha, the honorary society for the advancement of land economics, and past President of the Capital Region Family Business Center.

Ryan Gilbert

Mr. Gilbert has served as a director of the Bank since 2012. He has been a founder and managing partner of Launchpad Capital since February 2020, where he is also a general partner of the firm’s fintech-focused venture funds. He has also served as an advisor to Castle Creek Capital since April 2021 and as a general partner of Propel Venture Partners, a financial services venture capital firm, from January 2016 to April 2021. His prior roles include board member at bKash, Bangladesh’s largest remittance platform; Chief Executive Officer and Executive Chairman of Billfloat, operator of a small business lending marketplace SmartBiz Loans; co-founder/Chief Executive Officer of real estate payments company PropertyBridge; an early investor in Eventbrite, and a founding advisor to Square. Mr. Gilbert earned his Bachelor of Commerce and Bachelor of Laws degrees from the University of the Witwatersrand, Johannesburg, South Africa. He is an inactive member of the State Bar of California.

Mr. Gordon has served as a director of the Bank since 2018. His professional career spans over 40 years within the accounting and audit industries. He recently served as Regional Managing Partner of the California Central Valley office of the accounting firm Moss Adams LLP from 2002 until his retirement in December 2016. Previously, he was the Managing Partner of the accounting firm Gordon, Odom & Davis from 1978 until the business combination with Moss Adams LLP in 2002. Mr. Gordon continues to provide consulting and advisory services to business enterprises in the greater Sacramento area. He earned his MBA from Golden Gate University and his bachelor’s degree from California State University, Sacramento. He is a retired CPA in the State of California.

Eric Johnson

Mr. Johnson has served as a director of the Bank since April 2024. He has over 25 years of experience in information technology, cybersecurity, and executive leadership, across the financial services and technology sectors. He is founder and Chief Executive Officer of Foresight IT, a managed information technology and information security firm specializing in infrastructure management and cybersecurity solutions for small and midsized businesses, since July 2024. Prior to founding Foresight IT, Mr. Johnson worked for Meriplex, a managed information technology and cybersecurity solutions provider from 2021-2023, as its Virtual Chief Information Officer for the Banking Division and as its Director of Corporate Development. From 2017-2021 he was a partner of GNT Solutions, an information technology solutions provider that was acquired by Meriplex. From 2013 to 2017, Mr. Johnson held the position of Senior Vice President and Chief Information Officer for River City Bank.

Mr. Johnson is an adjunct lecturer at the University of California, Davis, where he teaches courses in real estate, personal finance, and investments. He earned his master’s degree in Agricultural and Resource Economics and his bachelor’s degree in computer science from the University of California, Davis.

Lichtman

Mr. Lichtman has served as a director of the Bank since July 2025. His professional career spans more than 35 years within the banking industry. He began his career in banking with First Republic Bank in 1986, where he held positions in various lending functions before being promoted to Chief Credit Officer in 1995. He continued in that role until the DFPI appointed the FDIC as its receiver in May 2023. Mr. Lichtman subsequently worked in a consulting capacity with Bank of San Francisco from January 2024 to November 2024. He is currently a lecturer in real estate finance at the University of California, Berkeley. Mr. Lichtman earned his MBA from the University of California, Berkeley, and his bachelor’s degree from Vassar College.

Michael Newell

Mr. Newell has served as a director of the Bank since 2000. Since 2007, he has been Director of Sales at HP Hood, LLC, a privately held producer and distributor of dairy and milk alternative beverages. From 1987 to 2007, he held various management roles at Crystal Cream & Butter Co., including President from 2003 until the sale of its dairy assets to HP Hood in 2007. He subsequently served as President of its successor company, CC&B Holdings, from 2007 to 2022. Mr. Newell serves on the boards of the Dairy Council of California, the California Milk Processing Board, and the Dairy Institute of California, and is active in charitable organizations, including the Kelly Foundation and the Sutter Davis Hospital Foundation. He earned an MBA from the Wharton School of Business and a bachelor’s degree in economics from the University of California, Berkeley.

Gary M. Orr

Mr. Orr has served as a director of the Bank since 2019. He has more than 40 years of experience in commercial banking and commercial real estate finance. He held numerous credit underwriting, relationship management, and leadership positions in the corporate and commercial banking groups at Wells Fargo & Company from 1988 until his retirement in 2019 as an Executive Vice President. Previously, he served in correspondent banking and business development officer positions and is a graduate of the PNC Commercial Bank Training Program at PNC Financial Corporation. He now serves as a consultant to middle market companies through his consulting business, Orr Business Consulting Services LLC. His firm serves family-owned businesses and provides organizational & leadership advice, strategic, financial and exit planning, and crisis management. He earned his bachelor’s degree from the University of Pittsburgh.

Ms. Zarate, CPA, has served as a director of the Bank since April 2025. She has served as Chief Accounting Officer and Treasurer of McClatchy Media Company, LLC, a media company that publishes and distributes local news and lifestyle and entertainment brands, since July 2021. She previously held the positions of Controller and Treasurer from 2020 to 2021 and as its Investor Relations Manager from 2016 to 2020. From 2006 to 2013, Ms. Zarate worked in Audit & Assurance for Deloitte LLP, where her primary focus was on the management of financial statement audits and regulatory filings for public companies, as well as audits of not-for-profit organizations. She earned her MBA from the University of California, Davis and her bachelor’s degree in accounting from California State University, Sacramento.
